2025 Annual Luncheon: FBA Maryland Chapter Celebrates a Year of Impact

The 2025 Annual Luncheon of the Federal Bar Association (FBA) Maryland Chapter brought together more than 250 distinguished guests on April 11, 2025, at a celebratory event highlighting community, judicial excellence, and a shared commitment to justice. The program honored both the future and legacy of the Maryland legal community, with heartfelt tributes to newly appointed and retiring judges, a moving remembrance of the late Judge Peter J. Messitte, and an inspiring keynote conversation with Tony West, Chief Legal Officer of Uber and former Associate Attorney General of the United States.

The Chapter used the occasion to reaffirm its core values, opening with a call to defend judicial independence and preserve public confidence in the impartial administration of justice. Chapter President Maria Salacuse reflected on a productive year filled with CLEs, networking events, and strategic partnerships with the Court. The 2025 Annual Luncheon served as both a celebration of these efforts and a vision for the year ahead.

2025 Annual Luncheon Honors Judicial Legacies and New Leaders

A centerpiece of the 2025 Annual Luncheon was the recognition of two prominent members of Maryland’s federal judiciary: the retirement of Magistrate Judge A. David Copperthite and the appointment of District Judge Adam Abelson. Judge Copperthite, known for his integrity and collegiality, shared reflections on his nine years of service. He highlighted the essential role of the U.S. District Court during life’s most challenging moments and spoke fondly of his relationships with Court staff and clerks. Although he is retiring, Judge Copperthite will return for part-time service under recall when he’s not spending time with family or playing guitar.

Judge Abelson, newly confirmed to the U.S. District Court, expressed deep gratitude and humility in his remarks. He recognized the entire courthouse ecosystem—from judges and clerks to security officers and Marshals—as united in their mission to uphold the Constitution. He also thanked the Bar for its role as a partner in delivering justice, reinforcing the collaborative spirit of the Maryland legal community.

Remembering Judge Peter J. Messitte’s Global Legacy

Chief Judge George L. Russell III delivered a powerful remembrance of the late Judge Peter J. Messitte, who passed away in January 2025. His tribute highlighted Judge Messitte’s unwavering commitment to international law, First Amendment protections, and access to justice. Throughout his career, Judge Messitte built a reputation not only as a tireless advocate for the Southern Division of the Maryland District Court but also as a global ambassador for the rule of law.

Judge Messitte’s outreach spanned Latin America and beyond, where he shared judicial best practices and supported the development of democratic legal institutions. For his contributions to the Brazilian judiciary, he received the Order of the Southern Cross, one of the highest honors bestowed by the Brazilian government. Judge Russell described him as a beloved mentor, friend, and pillar of Maryland’s federal judiciary whose impact will continue to resonate for generations.

Tony West Delivers Keynote Conversation at 2025 Annual Luncheon

The 2025 Annual Luncheon concluded with a keynote conversation between Tony West and former District Judge George Hazel. With humility and insight, Mr. West recounted his work across the Department of Justice, where he played pivotal roles in Civil Rights, Antitrust, Environment and Natural Resources, and other divisions. He also spoke about the nearly $37 billion in penalties secured from financial institutions after the 2009 financial crisis—a historic achievement that helped restore accountability in the financial sector.

Today, as Chief Legal Officer of Uber, Mr. West continues to navigate complex legal terrain. His reflections touched on leadership, public service, and ethical responsibility, resonating deeply with the audience. The conversation was at once humorous and grounded, personal and profound. Thanks to both Mr. West and Judge Hazel, attendees left inspired and energized for the work ahead.

Celebrating 2025’s FBA Maryland Chapter Achievements

Maria Salacuse, Chapter President, took time during the 2025 Annual Luncheon to highlight the Maryland Chapter’s successes over the past year. From hosting CLE events and clerkship panels to organizing mentorship opportunities and law school partnerships, the Chapter has strengthened its reputation as a leading force in Maryland’s legal landscape. Salacuse credited these accomplishments to the collective effort of board members, committee leaders, and volunteers.

Other speakers recognized Salacuse for her vision, passion, and tireless leadership. Her ability to bring people together and foster collaboration between the bench and the bar was a recurring theme. Looking ahead, the Chapter remains committed to supporting federal practitioners, advancing the rule of law, and ensuring a welcoming and inclusive legal community for all.
