FPDO 50th Anniversary Celebration Honors Legacy of Federal Public Defense

On October 18, 2024, the Maryland Chapter of the Federal Bar Association cohosted the FPDO 50th Anniversary Celebration alongside The Historical Society for the U.S. District Court for the District of Maryland. This milestone event commemorated fifty years of service by the Federal Public Defender’s Office (FPDO) for the District of Maryland.

U.S. District Judge James K. Bredar opened the program with heartfelt remarks, reflecting on his tenure as Public Defender from 1992 to 1998 and highlighting the FPDO’s founding in 1974 following the passage of the Criminal Justice Act of 1964.

Celebrating the Founders and Evolution of the Office

Baltimore City Orphans’ Court Judge Charles Gerald Bernstein, the first Federal Public Defender for Maryland, shared stories of the FPDO’s early days. He recognized several audience members who were part of the original team. His remarks set the tone for a panel moderated by U.S. District Judge Paula Xinis, a former FPDO attorney, who led a discussion on the office’s evolution.

Panelist Beth Farber emphasized former Public Defender Fred W. Bennett’s role in creating leadership opportunities for women. John Chamble recounted the impact of sentencing guidelines and the office’s increasing diversity under Public Defender James Wyda. Investigators Jennifer Clouse and Claire Benack addressed how digital technologies and the COVID-19 pandemic reshaped investigative work. Misdemeanor Team Lead Carrie Corcoran spoke about the district’s unique docket and its real-world impact on clients. Greenbelt Branch Chief Julie Stelzig detailed the office’s commitment to capital work both in and beyond the district.

Powerful Client Reflections Underscore FPDO’s Mission

One of the most moving moments came during the Client Reflections panel, moderated by Appellate Team Lead Paresh Patel and Assistant Public Defender Sapna Mirchandani. Former client Gwendolyn Levi shared her story of resilience and the FPDO’s unwavering commitment to justice. Levi was sentenced to 400 months for a drug conspiracy charge, but with the FPDO’s advocacy, received compassionate release. Her mother, now 97, witnessed her daughter’s triumphant return at the event.

Kenneth Dixon, another former client, spoke about receiving a life sentence for a first-time drug offense in 1992 and how the FPDO secured his release. His words—“Thank you for believing in us”—were met with a standing ovation.

Alumni Reflections Reinforce a Lasting Legacy

The final portion, “Reflections from Alumni,” was moderated by U.S. District Judge Deborah L. Boardman. Alums shared how their time at the FPDO shaped their careers and advocacy. Elizabeth Oyer, now the Department of Justice Pardon Attorney, noted how her public defender background guides her work.

Premal Dharia, Executive Director of Harvard’s Institute to End Mass Incarceration, praised the FPDO’s client-centered ethic. Trial lawyer Kobie Flowers emphasized humility and ego-free advocacy, while law professor Lucius Outlaw described the FPDO’s tradition of mentorship and institutional knowledge as foundational to his teaching.

A Moment of Recognition for Public Defender James Wyda

As the program concluded, Judge Bredar invited Public Defender James Wyda to the podium, noting his absence from earlier discussions due to humility. Wyda received a standing ovation for his 26 years of leadership and offered brief remarks before the program transitioned to a reception.

The FPDO 50th Anniversary Celebration served not only as a tribute to five decades of public defense but also as a reminder of the office’s enduring mission to protect the rights of those most in need.
